Obfuscation is a documented tactic. A single story can be denied, buried, or outlasted. A dated, sourced map of hundreds of them cannot.
Disclosures arrive after the legally required window has closed. Denials are issued, then quietly reversed once documents surface. The same conduct is scattered across a dozen separate agencies, so no single report ever shows the whole shape of it. Each of these, alone, is a news cycle — explained away, forgotten, or lost under the next day's headlines.
None of that works against a map. A visual, dated record does something an article cannot: it holds every entry in the same place, permanently, cross-referenced and checkable one citation at a time, so the pattern is visible because of its accumulation — not because of anyone's argument about it.
